Situation

A nursing graduate based in India was applying for a Registered Nurse (RN) license with the Illinois Department of Financial and Professional Regulation (IDFPR) — a mandatory step before appearing for the NCLEX-RN examination. The state board required a fingerprint-based background check through an approved channeler in the US.

Outcome

The submission was processed, the background check was cleared, and she successfully obtained her Illinois nursing license — allowing her to proceed with NCLEX-RN examination registration without any delay.

How it Unfolded

She had contacted two US-based FBI-approved channelers — IdentoGO and Accurate Biometrics — and paid the required fee. In return, she received a Live Scan request form and fingerprint submission instructions. This is where things fell apart. Live Scan is a digital fingerprinting method available only within the United States. As an applicant in India, she had no access to a Live Scan station. The form had multiple fields — ORI numbers, agency routing details, applicant data — and no clear guidance on how an international applicant should proceed.   1. Reviewed her case in full — the state board requirement, channeler instructions, and the Live Scan form she had received. 

  2. Identified the exact requirement: manual ink fingerprinting on an original FD-258 card with the specific ORI number assigned to the Illinois Board of Nursing. 

  3. Scheduled an appointment. Client arrived with her government-issued ID and copies of the Live Scan form. 

  4. Captured fingerprints using professional ink rolling technique on the correct FD-258 card — ensuring full ridge clarity and compliance with submission standards. 

  5. Accurately completed all fields on the Live Scan form, including the correct ORI number, applicant details, and agency routing information. 

  6. The completed card and form were couriered to the US address as per the client's request. Payment to the channeler was handled by her agent in the US.
