Singapore COC— what we do
The Certificate of Clearance (COC) is issued by the Criminal Investigation Department of the Singapore Police Force (SPF). It certifies that the named person has no criminal conviction in Singapore within a stipulated period.
This service is required for individuals who have previously lived, worked, or studied in Singapore for a continuous period of at least 6 months, and now need to prove their clean criminal record.

Process digitalised in 2024 — 2025
The Singapore COC application is now fully digital. The mandatory appeal step has been removed, scanned fingerprints are accepted via email, and the certificate is issued digitally through the FileSG portal. No physical fingerprint cards need to be couriered to Singapore.

ROUTE 3
No Singpass and FIN number unknown
• First write to Singapore Ministry of Manpower (MOM) at mom_wpd@mom.gov.sg (for employment pass holders) or ICA at ica.gov.sg/feedbackform (for student pass holders, PRs, short-term visitors) to retrieve your previous FIN
• Once FIN is confirmed — follow the same steps as Route 2 above
• Additional time required for FIN retrieval — plan accordingly

I need to courier my fingerprint card to Singapore
Not anymore. Since the 2025 update, a high-quality scanned copy of fingerprint impressions sent via email is accepted. No courier required.
I need to submit an appeal before applying
This step was removed from May 2024. Non-Singapore Citizens can now apply directly without any prior appeal.
I will receive a physical certificate
No. From January 2025, all COCs are issued digitally via the FileSG portal. The digital COC includes a QR code for authentication and is accepted by foreign authorities.
Any fingerprint will be accepted
Fingerprints must meet Singapore Police Force standards. Poor quality or incorrect format can lead to rejection. Professional fingerprinting ensures acceptance the first time.
The process is the same as FBI or RCMP PCC
Singapore COC follows its own process. It requires a FIN number, involves an online application portal, and fingerprints are submitted via email as a scanned copy — not by courier like other PCCs.

How the Singapore COC process has evolved
Three major updates between 2024 and 2025 have made this one of the more accessible international clearance processes.
Appeal step removed
From 16 May 2024, non-Singapore Citizens are no longer required to submit an Appeal to Apply for a COC before making their application.
Fully digital process
From 6 January 2025, the entire COC application is fully digitalised. The COC is now issued as a digital document via the FileSG portal.
Scanned fingerprints accepted
Applicants residing overseas are no longer required to courier original fingerprint cards. A scanned copy sent via email is now accepted.
